| 摘要： | 目的：为完善我国合理用药政策提供参考。 方法：参考印度、南非、阿根廷3个发展中国家在合理用药方面的激励约束方式，分析并总结3个国家药物政策中关于合理用药的政策细则及配套措施，为我国制定相关政策提出建议。 结果与结论：促进合理用药需从供方、需方以及第三方多角度介入管理，并完善相应配套措施。首先，针对药品提供方的管理尤为重要，要从规范处方管理、制定并实施标准治疗指南、强化药师职能、建立不合理用药与特殊疾病用药管理制度等方面入手；其次，对于药品需求方，需开展患者用药情况的调查和反馈，以消除导致不合理用药的因素，并借助互联网等媒介提高公众对药品信息的可获得性；再次，对于第三方，要建立非营利性组织来规范药品广告，增加广告中药品合理使用的信息；最后，完善合理用药政策还需辅以促进“医药分家”、改革医保支付方式等配套措施。 |
| ABSTRACT： | OBJECTIVE： To provide reference for improving the rational drug use of China. METHODS： By referring to India， South Africa and Argentina's policy in this regard， the rational drug policy rules and supporting measures in the national drug policy of these states were analyzed and summarized to put forward related policies for China. RESULTS & CONCLUSIONS： Promoting the rational drug use required multi-angle managements towards the supply-side， the demand-side as well as third-party， and relevant supporting measures needed to be improved. Firstly， the managements on the supply-side is particularly important， including measures such as strengthening prescription management， formulating and implementing the standard treatment guidelines， intensifing the functions of pharmacists， establishing serious irrational drug use and specific diseases medication management system； then， the demand-side needs the investigation and feedback about the patients with drug use to eliminate irrational drug use， and through the internet and other media to raise public awareness of the medicine information as well； besides， the third-party needs to establish a non-profit organization to regulate pharmaceutical advertisements， and increase information about rational drug use； finally， improving the rational drug policy also needs to improve needs to promote the separation of medicine， reform Medicare payment and other supporting measures. |
