| 摘要： | 目的：为完善国家基本药物制度、更好地满足公众的合理用药需求提供参考。方法：采用文献研究法、对比分析法，阐述国家基本药物制度改革现状及存在的问题，并针对问题提出建议。结果：基本药物制度在我国的实施有一定效果，但基本药物仍然存在品种数相对过多、价格偏高等问题，基层医疗卫生机构存在用药受限、配送不到位等问题。结论：政府应进一步精简基本药物目录，降低基本药物价格，加强对基层医疗卫生机构的政策支持，进一步深化我国的国家基本药物制度改革，保障公众合理用药。 |
| ABSTRACT： | OBJECTIVE：To provide reference for improving the national essential medicine system and satisfy the needs of rational use from the public METHODS： The current situation and existing problems in the national essential system were described by literature research and comparative analysis， and recommendations were presented. RESULTS： The implementation of essential medicine system has certain effects in China， but there still remains some problems， involving too much variety of essential medicines， high price and others， and limitation of the use of medicine and distribution in primary medical institutions. CONCLUSIONS：Government should further simplify the essential medicine lists， reduce prices， strengthen policy support for primary medical institutions， deepen the national essential medicine system and protect the public’s rational drug use. |
