| 摘要： | 目的：为我国网上药店实现医保支付提出解决方案。方法：结合国内、外典型案例，从行政、立法、监管、技术4个角度出发，分析我国网上药店医保支付发展存在的障碍，并提出对策。结果与结论：就行政角度而言，首先要解决“网上购药无法使用医保支付”的政策问题，即实现政策松绑；就立法角度而言，要多角度完善法律规范；就监管角度而言，要构建新型监管体系；就技术角度而言，要保证互联网安全技术的支持。只有从行政、立法、监管、技术4个层面多管齐下，才能构建一个安全、合理的网上药店医保支付体系，进而推动我国互联网药品交易市场的进一步发展。 |
| ABSTRACT： | OBJECTIVE： To provide solution for online pharmacies health care payment in China. METHODS： Combined with foreign and domestic cases， the barriers of online pharmacies health care payment in China were analyzed from four perspectives of administration，legislation，supervision and technologies， and countermeasures were put forward. RESULTS & CONCLUSIONS： In administration aspect， the policy of “health care payment cannot be used in online pharmacies” should be disposed firstly， i.e. deregulate policy limit； in legislation aspect， laws and regulations should be perfected from multiple points of view； in supervision aspect， new supervision system should be established； in technology aspect， internet technical support should be ensured. Safe and reasonable online pharmacy health care payment system can be established from 4 aspects of administration，legislation，supervision and technologies， so as to promote further development of internet drug market in China. |
