TITLE：
摘要：	目的：为降低抗癌药品价格、减轻癌症患者经济负担及心理负担提供参考。方法：基于利益相关者理论分析进口抗癌药零关税和药品价格谈判双重政策实施对主要利益相关者的影响，并从利益相关者的角度提出优化建议。结果与结论：进口抗癌药零关税和药品价格谈判双重政策实施对国家社保部门、癌症患者、医疗机构、抗癌药品流通企业、抗癌药品生产企业等主要利益相关者均有一定影响。上述利益相关者的利益、权力性、合法性、紧迫性和立场均有所不同。建议社保部门加快落实抗癌药品纳入医保报销目录的政策，减轻患者负担的政策；癌症患者应增加对政府与医疗机构的信任度，提升健康素养；医疗机构建立“互联网+”医疗社群，减少癌症患者信息不对称性；抗癌药品流通企业开拓电商渠道，减少中间差价；抗癌药品生产企业积极进行新药创新研发。实现减轻癌症患者各方面的负担、提升其卫生医疗服务的权益、提高癌症患者抗癌药品可及性的最终和根本目的。
ABSTRACT：	OBJECTIVE： To decrease the price of anti-cancer drugs， and to alleviate economic burden and mental burden of cancer patients. METHODS： The effects of zero tariff of import anti-cancer drugs and drug price negotiation on main stakeholders were analyzed on the basis of stakeholder theory. The optimization suggestions were put forward from the perspective of stakeholders. RESULTS & CONCLUSIONS： There are certain influences for key stakeholders such as social security department， cancer patients， medical institutions， circulation enterprises of anti-cancer drugs and production enterprises of import anti-cancer drugs after implementing dual policy as zero tariff of anti-cancer drugs and drug price negotiation. There are difference in the interests， power， legitimacy， urgency and position of above stakeholders. It is suggested that the social security department speed up the inclusion of anticancer drugs into the medical insurance reimbursement list and alleviate patients’ burdens； cancer patients should increase the credibility for government and medical institutions and improve their health literacy； medical institutions establish “Internet＋” medical groups so as to make sure that cancer patients get information in time； circulation enterprises of anti-cancer drugs should open up e-commerce channels to avoid the middle price difference； production enterprises of import anti-cancer drugs encourage innovation research and development of new drugs. It realizes the ultimate and fundamental purpose of reducing the burden of cancer patients in all aspects， enhancing their rights and interests in health and medical services， and improving the availability of anti-cancer drugs for cancer patients.
