| 摘要： | 目的 为我国医疗机构中药制剂发展支持政策的优化提供参考。方法以国家及5个自治区层面的102份医疗机构中药制剂发展支持政策文本为基础，借助ROSTCM6软件挖掘文本信息，构建政策建模一致性（PMC）指数模型，从全生命周期角度出发，对医疗机构中药制剂发展支持政策进行多维度评估，并筛选出48项与医疗机构中药制剂发展紧密相关的政策进行实证研究。结果与结论48项政策的PMC指数均值为5.90，整体处于良好水平。其中，优秀政策8项、良好政策29项、可接受政策11项，无不良政策。政策样本在政策指向与政策评价维度表现突出，但部分政策在政策性质、政策工具、政策内容等方面尚需完善。后续应构建多层次政策支持体系，强化资金保障与新药转化激励措施，以推动医疗机构中药制剂高质量发展。 |
| ABSTRACT： | OBJECTIVE To provide reference for the optimization of support policies for the development of traditional Chinese medicine preparations in medical institutions in China. METHODS Based on 102 policy documents concerning the support policies for the development support of traditional Chinese medicine preparations in medical institutions issued by the central government and 5 autonomous regions， text information was mined by ROST CM6 software， and a policy modeling consistency （PMC） index model was constructed. From the perspective of the whole life cycle， a multi-dimensional evaluation was carried out on the support policies for the development of traditional Chinese medicine preparations in medical institutions， and 48 policies closely related to the development of traditional Chinese medicine preparations in medical institutions were screened for empirical research. RESULTS & CONCLUSIONS The average PMC index of the 48 policies was 5.90， which was generally at a good level. Among them， 8 policies were excellent， 29 were good， 11 were acceptable， and no policies were rated poor. The policy samples performed well in the dimensions of policy orientation and policy evaluation， while some policies need to be further improved in terms of policy nature， policy instruments and policy content. It is suggested to establish a multi-level policy support system， strengthen financial support and transformation incentives of new drugs， so as to boost the high-quality development of traditional Chinese medicine preparations in medical institutions. |
