摘要: 目的:促进中药饮片的良性发展。方法:通过对相关文献、国家政策和数据的分析,归纳总结中药饮片纳入《国家基本药物目录》的益处和亟需解决的问题,并为其良性发展提供建议和意见。结果:中药饮片纳入《国家基本药物目录》,减轻了患者的经济负担,为中药饮片行业的发展带来了机遇。但也相应存在着中药饮片自身特点带来的生产、流通、贮藏、监管等问题;相关配套政策相互矛盾;医保报销范围不一致;质量标准亟需完善等问题。结论:相关部门应尽快建立健全中药饮片质量标准体系,明确《国家基本药物目录》中的中药饮片品种,完善医保报销等配套政策,重视专业人才培养,使中药饮片科学、合理地为民众健康服务。
ABSTRACT: OBJECTIVE: To promote the healthy development of TCM decoction piece. METHODS: Based on analyzing the literature, national policy and data, the advantages and urgent problems of bringing TCM decoction piece into the National Essential Medicine List were summarized, and the suggestions for its health development were provided. RESULTS: Bringing TCM decoction piece into the National Essential Medicine List relieved the economic burden of patients and provided opportunity for the development of TCM decoction piece industry. However, it existed problems, such as production, circulation, storage and monitoring; mutual conflict in the relevant supporting policies; inconsistent medicare reimbursement; and urgent improvement of quality standard. CONCLUSIONS: The relevant departments should establish and improve the quality standard system of TCM decoction piece, and clear the varieties of TCM decoction piece in the National Essential Medicine List, perfecting supporting policies such as medicare reimbursement and attaching importance to the training of professional talents can ensure scientific and rational services for the public health.
