摘要: | 目的:为提高基层医疗卫生机构药学人员的整体素质和为药学专业人才培养方案的修订提供参考。方法:对重庆市部分基层医疗卫生机构药学人才队伍现状进行问卷调查,并分析存在的问题,进而提出建议。结果:以机构为单位共发放调查问卷35份,回收有效问卷29份,有效回收率为82.9%。结果显示,29家医疗卫生机构(绝大多数为基层医疗卫生机构)的224名药学人员中,药师占40.6%;中专至大专学历占61.6%;主任及副主任药师仅占1.3%,主管药师占10.3%;继续教育方式为外派进修学习的仅占13.3%,为学历教育的仅占13.8%。29家医疗卫生机构中,近一年外派进修学习0人次的占41.4%。药学人员学历及职称构成层次均较低,而培训进修的机会较少,职称评定较难,因而使得工作缺乏主动性和积极性。结论:存在的主要问题包括学历层次较低,工作任务重、压力大、职称评定难,培训学习机会较少等。建议合理核定人员编制,建立用人激励机制;加强基层药师业务培训,全面提升队伍素质;改革高等药学教育模式,培养合理用药应用型人才;加快药师立法,推进药师队伍建设的可持续发展。 |
ABSTRACT: | OBJECTIVE:To provide reference for improving the overall quality of the pharmacy staff in primary medical and health institutions and the further revision of training scheme for the pharmacy staff. METHODS: Questionnaire was conducted for the situation of pharmacy staff in some primary medical and health institutions in Chongqing, the existing problems were analyzed and suggestions were presented. RESULTS: Totally 35 questionnaires were sent out, 29 were effectively received with effective recovery of 82.9%. The results showed, among the 224 pharmacy staff in 29 medical and health institutions (vast majority of primary medical and health institutions), the pharmacists accounted for 40.6%; those who held secondary and tertiary education accounted for 61.6%; chief and vice-chief pharmacists only accounted for 1.3%, and responsible pharmacists accounted for 10.3%; in terms of continuing education, assignment advanced study only accounted for 13.3%, and academic education only accounted for 13.8%. In the 29 medical and health institutions, assignment advanced study of 0 person accounted for 41.4% in the past year. The pharmacy staff showed lower constitute level of academic and professional titles, less education and training opportunities, more difficult title evaluation, thus made the work a lack of initiative and enthusiasm. CONCLUSIONS: The existing problems mainly include lower academic levels, heavy work burden, high pressure, difficult title evaluation, and less training opportunities. It is suggested to approve staffing reasonably, establish employment incentive mechanisms; strengthen primary pharmacists training to improve the quality; reform pattern of pharmacy education mode to train practical talents for rational drug use; and speed up pharmacist legislation to promote sustainable development of pharmacists staff construction. |
